Dr. Jennifer Winter

One of Dr. Winter’s research streams evaluates the distributional consequences of climate policy. A current project estimates carbon pricing costs across the income distribution in each province, and how different revenue-return policies and other policy choices can mitigate these costs to households. A separate project examines energy poverty (lack of access to or affordability of energy) in Canada, and how increasing emissions pricing and other environmental policies affect energy poverty.
